Nothing here presumes prior work; every line traces back to the solicitation on demand. Following EDC's deliverable calendar: Year 1 specifies, validates with alpha prototypes, and delivers the functional prototype platform; Year 2 runs the classroom beta, produces the lessons, connects the classroom, and launches.
These rows are capabilities, not technical features: one row per promise the solicitation extracts, the unit of traceability and pricing.
